1、PartnershipStrategyIntroductionTheMekongWetlandsBiodiversityProgrammeprovidesaframeworkwithinwhichavarietyofgovernmentandnon-governmentorganizationscanworktowardstheoverallgoalsofwetlandconservationandsustainableuse.TheexistingfundsthathavebeenraisedthroughtheGEFprocessmayb

2、euseddirectlytoundertaketheprogrammeactivities,andadditionalfundsmayberaisedthroughthedifferentpartnershiparrangementstoundertakeworkthathasbeenidentifiedinthePreparatoryAssistanceandearlierphases,andfurtherworkthatwillbeidentifiedinthecourseoftheprogramme.Differentmechanis

3、msareoutlinedbelowfortheformationofpartnershipswiththeprogrammeandforcollaborationdependinguponthenatureofthework,thesourceoffundsandtheagenciesinvolved.PrincipalGovernmentPartnersTheprincipalmechanismforworkingwithgovernmentpartnersisthroughtheNationalProgrammeDirectors,lo

4、catedwithintheWetlandProgrammeofficeinthefocalpointMinistry.TheNationalProgrammeDirector,willprobablyhaveotherdepartmentaldutiesandtheprogrammewouldthereforesupporthiminthedirectprogrammeworkbytheappointmentofaWetlandsProgrammeCoordinatorandanassistant.Attheprovinciallevel,

5、wherethedemonstrationsitesarelocated,theprovincialgovernmentwouldappointaDemonstrationprojectco-managertoworkwiththeIUCNWetlandsProjectofficers/co-managers.TheflowoffundsfortheIUCNmanagedcomponentsoftheprogrammewouldpassfromtheRegionalProgrammeUnitinPhnomPenh,tothedifferent

6、IUCNcountryofficesandfromthereseparatelytotheNationalProgrammeOfficeandtotheDemonstrationProjectOffices(ordirectlytotheNPO,whicheverismostappropriate).Paymentscheduleswouldbebaseduponperformanceormilestonesofcompletion.Fundswouldbereleasedagainstexpectedcostsofagreedworkpla

7、ns,andbalancedwithactualexpenditure.OtherGovernmentDepartments,InstitutesandAgenciesOthergovernmentdepartmentsthatexpecttoworkregularlywiththeprogrammewouldappointdepartmentalfocalpoints.Wherespecificworkistobeundertakenbythesedepartments,theNationalProgrammeOfficewouldcoor

8、dinatethiswork,whichcouldeitherbeundertakenasadirectcontractfromtheNationalProgram
