3、nformation,particularlygovernmentsofcountriesaroundtheworldwhoareconcernedthattheycouldhaveshipsneartheircoastlinesunderthecontrolofterrorists.TheInternationalMaritimeOrganisationhasalreadymentionedthepossibilityofmandatorylongrangetrackingforallvessels,maybeby
4、assoonas2006;thisisalsobeingpushedbytheEuropeanCommission.TheUSCoastguardisunderstoodtobeseekingmandatorytrackingsoonerthanthat.LongrangetrackinghasseveraladvantagesoverAIS,whichwasoriginallyconceivedasacollisionavoidancesystembutisnowalsobeingconsideredasasecu
5、ritydevice,continuouslybroadcastingunencrypteddataabouttheshipwhichcanbereceivedinarangeofabout30to300miles.SUBHEADLongrangetrackingandAISShiplocationsgeneratedbylongrangetrackingsystemscanbemadeavailabletoregulatoryauthoritieswithoutmakingthempublic,ascompared
6、toAISdatawhichiscompletelypublic.Therehavebeenconcernsthataterroristwithinformationabouttheprecisegeographicco-ordinatesofashipcouldlaunchamissileatitfromsomedistanceaway;AISwouldgivethisinformationaway,butlongrangetrackingwouldn’t.Longrangetrackingsystemscante
7、llauthoritiesaboutallshipswhicharedaysawayfromtheircoastlines,asopposedtoAIS,whichonlyhasarangeof30milesinnormalweather.So,forexample,theUSmilitaryauthoritiescanknowabouteverysinglevesselremotelyheadingtowardstheUS,crosscheckitagainstspysatellitepicturesandTher
