2、risticoftheOhioschoolfinancesystemthatissoobviouslycounter-productivethatitisastonishingthatasolutionwasnotimplementedyearsago.Therecommendedsolutioniscontroversial,becauseitwillincreasepropertytaxratesinmorethan100districts(butonlythosewithabnormallylowtaxrates)withoutalocalpop

3、ularvote,andbecauseitsapprovalwillrequireafavorablevoteofamajorityofOhiovotersonaverycomplexconstitutionalamendment.Although,foroneorbothofthesereasons,therecommendationhasfailedtogaintheapprovaloftheLegislature,therecommendationisamajorstepforwardforOhio.Bycallingattentiontoand

4、emphasizingtheimportanceoftheproblem,theTaskForcereportgreatlyincreasesthelikelihoodthattheLegislaturewillterminatereappraisalphantomrevenueinafuturebienniumifnotinthisone.IftherevenueoftheStateofOhiocouldbeincreasedsufficientlytomeetitspressingneeds,thesimplesolutionwouldbefort

5、hefoundationformulatosubtractfromtheotherwiseallocablestatefundsonlytheamountoflocalrevenueactuallyraisedinadistrictbythe20or22millsexpectedlocalcontribution.TheTaskForcehasrecommendedthatinthedistributionofstatefundstoschools,evengreaterfundingthanatpresentbeprovidedfordistrict

6、sthathaveschoolswithconcentrationsofstudentsfromlow-incomefamilies.TheTaskForceagreedthat:“Recommendation7:Improvingtheacademicperformanceofeconomicallydisadvantagedchildrenisthestate’smostpressingeducationalandeconomicdevelopmentneedandmustbetreatedassuchinthefinancingsystem.”T
