1、摘要当前，国内外对低碳城市的研究方兴未艾，许多城市纷纷践履低碳城市理念，实质性地推进低碳城市建设工作。英国最早对其进行了尝试，日本、丹麦等发达国家也紧随其后积极发展低碳经济。在国际低碳城市建设实践的带动下，国内上海、保定等城市也对低碳城市的建设路径进行了探索，并积累了一些经验。作为老工业基地，株洲高能耗、高排放问题十分严重，发展低碳经济尤为迫切。为了进一步推进株洲低碳城市的建设工作，根据已有的研究成果，我们立足于株洲市的客观实际，建立了一个包涵社会经济、资源环境、科学技术、交通建筑4个子系统、21个指标的低碳城市建设评价指标体系，并运用主成分分析法和层次分
2、析法对株洲市2000-2010年的低碳发展情况进行了综合评价。结果表明，近十一年来株洲市的低碳发展水平整体上处于上升趋势，并且在不同年份4个子系统对低碳发展的贡献率会发生变化，说明在低碳发展的不同阶段体现了不同的发展重心，但低碳城市建设是一个涉及各个层面的系统工程，只有使社会经济、资源环境、科学技术和交通建筑四个系统协调发展、相互促进，才能为株洲的低碳发展赢得进一步增长的空间。最后，还就株洲市低碳城市建设的路径选择进行了研究，认为其应从调整产业结构、提高能源利用效率、加强城市绿化建设、推进低碳技术研发、发展公共交通系统、完善绿色建筑标准等方面入手，切实提升
