2、创新我国现代中等城市的管理将具有重要的现实意义。本文立足于现代中等城市，通过回顾国内外城市管理的实践发展，认为主体多元化、管理重心下移、分块管理是我国现代城市管理改革的趋势。在此基础上，着重构建了一个以街道为平台的城市治理体制，围绕该治理结构的构成要素及其作用、互动原则和实现机制展开论述，详细说明了不同的城市治理主体如何在街道这一平台进行合作共治。而后，又以宁波慈溪市为案例研究对象，具体分析了慈溪市以街道为平台的城市管理体制的建构模式、取得的经验以及存在的问题，进而提出创新我国现代中等城市的管理就是要构建一个依托街道，以政府部门
