1、吉林财经大学硕士学位论文我国新农村建设中财政支农问题研究姓名：肖云龙申请学位级别：硕士专业：财政学指导教师：郝中华201104中文摘要财政支农对促进农业发展、增加农民收入、加快农村社会事业发展具有重要意义，政府通过采用补贴、支持价格、对农业基础设施建设的投入等方式，实现对农业的指导和帮助。农业的基础地位和弱质性特征、农产品的公共产品属性、农村建设巨大的资金缺口及世界贸易组织规定的挑战等等都决定了我国财政支农的必要性。“十一五"时期，我国农业和农村经济取得了很大成绩，农民收入不断增加，农村生活水平日益提高，农村风貌

2、焕然一新。在此期间，我国财政支农政策不断完善，财政用于农业投入积极地推动了新农村建设。然而在这农村建设的新时期，我国财政支农仍然存在投入规模不足，投入结构不合理，支农资金效益低，支农资金管理机制不健全等诸多问题。本文通过对我国财政支农现状的分析，得出出现上述问题的原因，即长期不合理的二元经济结构，政府财政困难，分税制下各级政府财权、事权不对等以及财政支农资金现行模式缺陷等，并在比较借鉴美国、欧盟、日本等发达国家和印度、巴西等发展中国家财政支农经验的基础上，结合我国对“十二五"期间经济发展的规划，从加大财政支农力度
