1、中国石油大学（华东）硕士学位论文我国低碳社会建设中的公众参与研究姓名：郑健申请学位级别：硕士专业：行政管理指导教师：王学栋；张永宁201205⋯摘要随着人们对全球气候变暖认识的不断深化，一系列以节能减排为核心的“低碳"理念应运而生，建设低碳社会应对气候变暖已成为世界各国的普遍共识。低碳社会的建设离不开社会公众的广泛参与，因而探索如何通过公众参与促进低碳社会建设具有重要意义。文章以环境公共财产和公共信托理论、环境权理论、利益相关者理论、治理理论等为理论支撑，综合运用文献研究法、比较研究法等方法，对我国低碳社会建设中公众参与的现状、国外公众参与低碳社会

2、建设的做法经验以及促进我国公众参与低碳社会建设的对策进行了研究。首先，文章从我国公众参与低碳社会建设的进展、存在问题及其原因入手，对公众参与现状进行分析。然后概括介绍了国外低碳社会建设中公众参与的做法，并从法律制度、政策引导、低碳宣传、民间组织等方面对国外的有益经验进行了总结。最后，在立足我国实际和借鉴国外经验的基础上，提出了提高公众低碳意识并引导融入低碳生活、建立健全保障公众环境权的法规制度、促进公众与政府互动以形成低碳社会治理格局和发展环境非政府组织等对策。关键词：公众参与；低碳社会；节能减排；低碳生活；环境权AbstractAspeople’
