2、发展观的基本内容。近年来，城市交通拥堵问题已经引起了各级政府和社会各界的关注，但是由于历史遗留规划影响颇深，体制机制的不够健全，交通拥堵治理工作依然存在着种种难题，因此，如何从政府管理者的角度出发，探索更为科学可行的交通管理机制，制订更为有效执行的治堵措施，是当前我国城市化进程中政府交通管理的一项重要实践课题。本文运用文献法和案例法，查阅中国知网、万方数据库等，掌握相关参考文献，展开与国外国内大城市交通拥堵现状及其治理措施的比较，以娄星城区为参考实例，揭示当前我国城市化进程中交通拥堵问题及其治理，并提出具有建设性和可行性的建议。研究表明，娄星城区交通拥堵治理工作面临严峻的考验和挑战，存
