1、中文摘要随着社会的多元与分化、权利理念的普及、个人主体地位的提升，公民对结社自由的呼声日渐高涨，随着人们可自由支配资源的增加、自主活动空间的扩大这种情况愈加明显。结社自由是民主政治的保障与体现，是公民表达自由的基本权利和宪法权利。随着20世纪80年代“全球结社革命”的兴起，社会团体获得了前所未有的发展良机。我国现行的社会团体登记管理相关规定是1998年颁布实施的《社会团体登记管理条例》，如今已有14个年头。面对瞬息万变的社会环境，《社会团体登记管理条例》已经凸显出其滞后性。在当下转型时期，有必要对社会团体登记制度进行改革，尝试建立备案制与正式登记制度相结合
