3、tyoftheminimumwagelawofthestateofWashington.Theact,entitled'MinimumWagesforWomen,'authorizesthefixingofminimumwagesforwomenandminors.Laws1913(Washington)c.174,p.602,Remington'sRev.Stat.(1932)7623etseq.Itprovides:'Section1.ThewelfareoftheStateofWashingtondemand
4、sthatwomenandminorsbeprotectedfromconditionsoflaborwhichhaveaperniciouseffectontheirhealthandnorals.TheStateofWashington,therefore,exercisinghereinitspoliceandsovereignpowerdeclaresthatinadequatewagesandunsanitaryconditionsoflaborexertsuchperniciouseffect.'Sec
5、.2.ItshallbeunlawfultoemploywomenorminorsinanyindustryoroccupationwithintheStateofWashingtonunderconditionsoflabordetrimentaltotheirhealthormorals;anditshallbeunlawfultoemploy[300U.S.379,387]womenworkersinanyindustrywithintheStateofWashingtonatwageswhicharenot
6、adequatefortheirmaintenance.'Sec.3.Thereisherebycreatedacommissiontobeknownasthe'IndustrialWelfareCommission'fortheStateofWashington,toestablishsuchstandardsofwagesandconditionsoflaborforwomenandminorsemployedwithintheStateofWashington,asshallbeheldhereunderto
7、bereasonableandnotdetrimentaltohealthandmorals,andwhichshallbesufficientforthedecentmaintenanceofwomen.'Furtherprovisionsrequiredthecommissiontoascertainthewagesandconditionsoflaborofwomenandminorswithinthestate.Publichearingsweretobeheld.Ifafterinvestigationt
