2、制度的实施情况与发展方向，因此本文从地方政府履行社会管理基本职能，实现基本公共服务均等化，构建和谐社会的现实要求考虑，从各国农村社会养老保险制度实践中借鉴经验，从福建漳州农村社会养老保险新模式中总结规律，发现问题，重新解构政府在农村社会养老保险中所应承担的相关责任，更好地推进农村社会养老保险制度的建设与发展。本文共分为五个部分。第一章绪论，主要介绍了论文的研究背景和意义。第二章为相关概念及理论基础。第三章阐述了新型农村社会养老保险中的地方政府责任定位。第四章以福建漳州为例，对新型农村社会养老保险
