1、摘要近年来，我国的电力行业不断向市场化改革，竞争逐渐加大。愈加剧烈的竞争，使得越来越多的发电企业采用预算管理方法。而全面预算管理以企业战略为核心，是一定期间内各项生产与经营活动的预算管理的总称。全面预算管理体系规划和控制了企业内部全部经济活动，是企业实现目标的有力保证。但是，随着发电企业的内外部经营环境的改变，竞争的加大，现行的预算管理在实践中暴露了越来越多的问题。在这种情况下，发电企业若要增加市场竞争力，需要构建一套更加完善的全面预算管理体系，以适应企业的发展需要。本文首先详细分析了发电行业的特点，对我国发电企业的预算管理

2、进行J，详细的研究和分析。再引入平衡计分卡，形成一套集战略、预算编制、预算执行、预算控制、预算反馈考评为一体的发电企业预算管理体系，平衡了发电企业的财务指标与非财务指标，克服企业现存预算管理问题，提升了管理水平。最后以H火力发电厂为实例，阐述了发电企业结合平衡计分卡的全面预算管理体系的建立过程，包括战略的制定，各责任中心关键绩效指标的制定，预算的编制、控制与考评，对提高发电企、№的价值管理有着重要意义。关键词：全面预算管理；平衡计分卡；发电企业jF，托l匕力人学l贝一jj随论文AbstractRecently，withthe
