1、华中科技大学硕士学位论文摘要本文以沈阳地区为例，旨在描述医疗资源配置不公平的现状，并试图揭示其原因，在此基础上，尝试提出解决这一问题的一些对策。笔者结合目前的研究探讨了评价医疗资源配置是否公平的评价角度，不同的评价角度会对这个问题带来不同的解读。本文认为，评价医疗资源配置是否公平应该取决于其是否能在机会均等的原则下有效满足患者需求。总结分析相关的文献数据说明我国的医疗资源配置在城乡之间、医疗卫生行业内部极为不均衡，以沈阳实地调查数据及相关文献说明该地区的医疗资源在总量上相对丰富，但也存在着城乡间、行业内部不同服务种类间存在较大差距。主要表现在医疗资源需求者
2、机会的不公平、需要的漠视与满意的流失，尖锐的医患矛盾以及医疗供体之间的矛盾。结合以上对沈阳城乡医疗资源配置情况的分析以及对一定数量的医疗从业人员及医疗需求者进行的调研分析，从而提出造成沈阳医疗资源配置失衡主要是经济因素、人才技术因素、福利待遇水平、现行人事制度、拥有医疗信息的不对称性、以及医疗资源需求者心理等因素的共同作用所造成的。笔者针对这些原因提出相应的对策建议。着重在以下几个方面：加大社会力量及政府财政对基层医疗资源配置的扶持力度，扩大大型医疗机构服务的辐射广度，加强基础医疗机构建设，加大基础医学知识与医疗信息的宣传和普及为手段，最终形成机会较为均等
