1、摘要随着国民经济、科学技术的快速发展而促进了第三产业——服务业的发展，各企业、各行业提供的服务项目层出不穷。在中国，云南电信领域很长一段时间落后于市场需求，电信工作人员在工作时需面对各种系统——运维管理系统、服务保障系统、服务开通系统等，很多系统很大部分都有重复彼此功能的现象，而每套系统的操作实施运行方式是有差异的，这就导致工作效率不高；而且很多电信分公司的回单率相对低下，需要把用户签字单拿回机房或者打电话请机房人员帮忙回单。为跟上时代的步伐，针对这些情况并根据我省实情和客户需求，云南电信公司提出了综合施工

2、调度系统的设计和开发并最终得到实现。本文的主要研究内容是设计开发并实现云南电信综合施工调度系统。首先通过对综合施工调度系统背景来源做了全面分析；然后对系统相关重要概念和功能要求进行了详细地描述，其中包括综合施工调度系统的主要有三大功能来实现---订单拆分、流程管理和开通适配。根据其主要功能可知该系统的主要工作是对综合调度施工的集中预约、前台预约、人员掌控等进行梳理，从而对企业的精细管理起到促进作用。进而提出施工调度系统设计方案，最后系统进行了试运行并通过了终验测试。本文的研究结果也表明云南电信综合施工调度系
