1、摘要在2000年7月世界银行中国代表处，诺贝尔经济学奖获得者斯蒂格利茨讲到，“21世纪初期影响最大的世界性事件，除了美国的高科技发展以外，就是中国的城市化”。中国大规模的城市化发展，给中国的城市空间环境带来了巨大的压力，城市问题逐步显露。八十年代以来城市设计进入我国，对我国城市空间质量的提升产生了很大的帮助，但城市设计评价标准体系以及体制化的城市设计框架却仍未确立。本文试从城市设计控制的角度出发，探讨我国城市规划体系的问题所在。本文通过拓展城市设计的研究对象，即从人与环境的相互作用，进而发展到人与人的相互作用，对城市设计控制的本质进行探讨。本文围绕城市设计控制的发展起源及实

2、践展开论述，归纳总结了国内外城市设计控制的研究情况。概述了美国及英国的城市设计控制的发展历程。从城市设计控制的内涵、研究对象、评价标准等角度，研究探讨了城市设计控制的基础理论。文章在理论分析的基础上，对城市设计控制的运行过程进行探讨。通过对于国外城市设计控制实例的借鉴；研究不同类型地区城市设计控制的经验。文章最后，在城市设计控制相关理论总结的基础之上，剖析了我国城市建设实践中开发控制与设计控制中存在的问题。从我国设计控制最新实践中，考察设计控制体系建立所需的体制类型、政策机制、政策体系，和运行过程等方面内容。提出了构建以公共政策为基础、以环境营造为导向、以开发控制为核心的规
