1、合肥市开发区现状分析与发展战略研究摘要开发区是随着国际贸易、科学技术与国际分工的发展逐渐形成和发展起来的。从1990年10月合肥高新技术产业开发区正式建区以来，经过18年的发展，合肥市开发区己成为全市现代制造业相对集中、产业集聚效应相对突出、经济发展最快的区域，在合肥经济发展中具有不可替代的战略地位。因此如何结合合肥市开发区的现状特点提出相应具有实际操作意义的新策略成为一个急需解决的问题。本文详细分析了合肥市开发区“十一五”以来的发展现状，找出目前发展中存在的主要问题，运用SWOT模型对开发区发展所面临的优势、劣势、机会和威胁进行分析，提

2、出发展的指导思想、目标和“456”发展战略，即4大发展支撑、5大创新路径、6大服务平台，并制定相应对策和保障措施。本文研究将对政府部门决策具有一定的指导作用，对进一步完善合肥市开发区的发展战略具有一定的参考价值，也可为合肥市开发区的专题研究奠定理论基础。关键词：开发区发展战略SWOT分析HefeidevelopmentzonepresentsituationanalysisanddevelopmentalstrategyresearchThedevelopmentzoneisABSTRACTalongwiththeinternationa
