1、南京航空航天大学硕士学位论文摘要近几年，我国公民参与网络舆论监督热情高涨。信息充分的交互与整合、网络环境的平等性、匿名性、时效性等优势使得网络舆论监督在我国蓬勃发展。但是，对于我国网络舆论监督有可能带来网络侵权、网络暴力等弊端的质疑声也不绝于耳。本文正是在这样的社会背景之下对我国网络舆论监督的现状及发展进行研究与思考。本文基于公民参与理论、网络民主理论、传播学相关理论等与网络舆论监督相关联的理论，对近几年来由网络舆论监督引发的典型案例进行了分析，结合我国公民参与网络舆论监督的实际情况，对网络舆论监督的现状进行了深刻剖析。针对我国网络舆论监督中存在的监督主体缺乏普遍
2、性、虚假信息泛滥等主要缺陷，指出其缺陷根源是由于相关法律法规的缺位、公民网络民主观念缺失、政府监管能力不足等因素。继而对完善我国网络舆论监督的途径进行阐述，根据我国实际情况，从强化相关法律法规、加强公民的参与意识及道德法律意识、完善政府外在监管这三个方面入手，对完善我国网络舆论监督进行路径选择，并且在美国学者约翰·克莱顿·托马斯提出的公民参与的有效决策模型的基础上，试图构建网络舆论监督中公民参与的有效决策模型，以期对完善我国的网络舆论监督监管有一定现实意义。关键词：网络舆论监督，公民参与，网络民主i网络舆论监督中的公民参与问题研究ABSTRACTInrecenty
