7、ficoutlookofdevelopmentEcologicalcivilization.II引言引言一、问题的提出海南地处我国最南端，风光秀丽，自然资源得天独厚。2001年，中国（海南）改革发展研究院院长迟福林带领他的团队以“根据自身资源禀赋，以产业开放带动海南的①全面开放，走出一条全新的路子来”为理念，提出建设国际旅游岛。希望能通过国际旅游岛的建设，推动海南更好更快的发展，更大程度的开放，“以此寻求在亚洲区域经济循环中发挥海南开放的独特优势，使海南在我国对外开放的大格局中有特殊的作用，②成为我国与亚洲区域经

8、济合作的桥梁和枢纽”。2008年3月5日，国务院正式批准海南建设“海南国际旅游岛”。同年胡锦涛总书记在海南视察时又强调指出：“要从海南实际条件和长远发展出发，积极发展服务型经济，尤其要加强旅游服务设施建设，提高旅游业国际化程度，提升旅游业档次和水平，规范旅游市场，努力使旅游业成为海南的支③柱产业”。那么，如何尽快尽好发展旅游产业，全面建设国际旅游岛呢？在2004年全省旅游
