1、摘要本文首先从房地产泡沫的内涵出发，分析其发生的基础，房地产市场的特征。比较深入地分析了房地产泡沫的生成机理，并对房地产泡沫测度方法进行评述和研究，指出各种方法的欠缺之处。本文在市场修正法的基础之上创新性地提出了“指标修正法”的概念及其公式，将其运用于对北京房地产市场泡沫状况的实证研究之中，并进一步拓展了该方法的内涵与广泛应用性。以北京房地产市场现状为基础，推断出北京房价收入比的合理变化区间，然后运用指标修正法对北京房地产市场在1996．2007年是否存在泡沫以及泡沫程度进行实证研究，研究结果表明：北京

2、房地产市场在2006年与2007年存在轻微的房地产泡沫，且居民的房地产交易状况与银行对房地产开发商的信贷支持在一定程度上助推了房地产泡沫的上升。在分析北京房地产泡沫形成原因时分为三个层次：宏观经济环境、制度性因素和微观环境。金融机构的大力支持、居民投资渠道狭窄以及2008年奥运会为泡沫形成创造了宏观环境；分析房改制度、商品房预售制度、土地政策的制度缺陷，说明泡沫形成的制度因素；泡沫产生的微观环境为房地产秩序不规范、投机、房地产市场供需矛盾。要解决目前北京泡沫问题应当提升金融监管力度、建立完善的住房制度、
