1、摘要“农家书屋”工程建设是新农村建设中的公共文化产品供给的一项重要内容，是农村文化建设的基础性工程和社会主义新农村建设的重要组成部分。通过深入的社会调查，了解目前新余市“农家书屋"工程建设具有许多新的特点和运作方式，同时也存在农村文化基础设施落后、公共文化产品、文化服务供给不足、文化活动相对贫乏的现实问题，与全面建设小康社会的目标要求、与经济社会的协调发展以及农民群众的精神文化需求很不相适应。“城乡分治"的二元经济结构严重制约农村文化产品供给总量的增长，分税制改革的不彻底和农村公共产品供给体制缺乏科学性，阻碍了农村公共产品的有效供给，监督不足降低
