1、AbstractsIslandsProtectionLawsofPeople’SRepublicofChinawasreleasedinMarch2010·Bytheformsofspeciallegislationontheislands，ithasbeenmadeclearonthevalueorientationtowardislands，namelysettingthelegislativegoalsforprotectionofislands．Theissueofthespeciallegislationmakesinnovationonthelaws，breakingthepre

2、viousdispersivelegislationmodeandpromotingthedevelopmentofspeciallegislationonislandinChina．Underthebackgroundsofprotectionlawsonislands，wecanfindthatChinaismakingmoreeffortstoprotectherislands．WhileitCanbeshownthattheecologicalproblemsaregettingmoreandmoresevereinChina’Sislands．Asanislandcountry,J

3、apanhasexperiencedalongtimeinlegislationonislands．Itmademistakesat“developfirst，cleanuplater'’modelandfromwhichgainedmuchexperience．Uptonow,Japanhasestablishedacomparativelyperfectislandmanagementlegalsystem．AlthoughChinaisquitedifferentfromJapanintermsofgeologicalconditionsandnationalconditionsasw

4、ellaslegislativebackground，therearestillsomepreciousexperiencesthatwecalllearnfrom．ThispapercomparedandanalyzedthelegislativepatternandlegalsystemofecologicalandenvironmentalprotectionofcoastlandsbetweenChinaandJapan．Itpointedoutthattherestillexistimperfectsinthelegalsystemofecologicalandenvironmen

5、talprotectionofourcoastlands，andputforwardsomesuggestionstoperfectthislegalsystem．Inpracticalterms，thepaperfirstcomparedandanalyzedthelegislativebackgroundsofislandprotectionbetweenthetwocountriesfromtheperspectiveofthegeneralconditionsofthetwocountries．Secondly,thepaperelaboratedtheoreticallythele
