3、存在许多有待解决的问题，造成多数的培训与开发工作最终流于表面形式，并未收到预期效果。本论文先从理论的角度出发，深入分析人力资源培训与开发的重要作用，论述企业如何结合自身特点对员工进行培训与开发，以实现企业人力资本的增值，奠定企业提升核心竞争力的基础。通过有效的培训与开发工作，实现企业培养及选拔人才，这对于类似SGGT公司这样的国有企业而言有着深远的现实意义。文中以SGGT公司的人力资源培训与开发为研究对象，就该公司对于培训、开发的具体管理和日常工作方式等着手分析，对其存在的问题进行了一系列的研究与探索，形成了一
