1、摘要从我国有了第一条高速公路以来，公路建设发展迅猛，仅靠国家投资已经不能满足公路建设的资金需求，而且在建设过程中也暴露出不少问题，这些问题的出现一方面和投资方式、公路建设项目自身的属性有关，即投资额巨大，投资周期长，投资环境复杂，单件性，项目内部结构复杂，外部联系广泛，新技术、新工艺等，另一方面也和投资者在投资过程中不能把握住影响投资的风险问题有关。公路建设项目投资风险问题一直是困扰着公路建设投资和施工单位的核心问题，如何能在投资决策、实施前找出其主要风险因素，将风险降低到最小程度，这既是本文的主要研究内容，也是本文的研究目的。本文以BOT投资方式为基础、以投资风险

2、分析的内容为切入点，以风险识别、风险评价为主线，以施工阶段影响投资的风险因素作为评价指标，用层次分析法确定权重，通过无量钢化处理，建立模糊层次评价模型，进而分析出影响投资的施工阶段的风险因素，即完工风险因素、质量风险因素和市场风险因素。关键词：公路；建设项耳；BOT投资；风险识别；风险评价；模糊层次评价模型ResearchonInvestmentRiskintheBOTRoadConstructionProjectAbstractRoadconstructionisswiRandviolentsinceourcountryhashadthefirsthighway，
