1、ABSTRACTWiththerapiddevelopmentoftheeconomy,demandonwaterresourceshasbeenincreasing.Butwaterpollutionandenvironmentalchangeshavelessenedavailablewaterresources.GanRiverBasinislocatedinthewetareasinChina,butwaterisunevenlydistributedintermsoftimeandspace.Thereisalsoobviouscontradictionbetwee
2、nwatersupplyanddemandinnon-floodseason.Waterdispatchingisanimportantmethodtooptimalallocationofwaterresources,andthescientificmanagementofthemutil-reservoirsgroupisofgreatsignificancetosolvewatershortagesofGanRiverBasininthenon-floodseason.Thispaperdescribesthenon-floodseasonGanRiverBasinwa
3、teroptimaldispatchingmodel,intelligentalgorithmreseachandapplicationplatformdevelopment.First,combinedwiththespecificcircumstancesoftheGanRiverBasin,Iproposed4matrixesandabstractedthebasinintoapurematrixexpression.ThenIbuiltwaterdispatchingoptimalmodelofGanRiverBasininthenon-flood,andIappli
4、edpenaltyfunctiontodealwithcomplexconstraints.EventuallyIbuiltageneric,standardizedwaterdispatchingoptimalmodelbasedontherelations-matrixandtheflag-matrix.Second,inordertosolvethewaterdispatchingoptimalmodel,Ipresentedadouble-layermulti-swarmparticleswarmoptimizationalgorithmwithdifferentia
5、levolution(DE-TMPSO).Experimentsconfirmedthatthisimprovedalgorithmhassomeadvantagescomparedwiththebasicparticleswarmalgorithm,suchasfastconvergence,highaccuracy,avoidinglocaloptimalvalueandsoon.ThenIappliedthisnewalgorithmtothewaterdispatchingoptimalmodel,takingthedischargedvolumeofeachrese
6、rvoirineachdispatchingperiodasdecisionvariables,andgotbetterschedulingresults.Finally,IdevelopedaB/Sarchitecturedecisionsupportplatformofthenon-floodwaterdispatchingusingC#languageandSQL2005database.Theplatformrealizesthewaterresourceinformationmanagementandthewaterdatasharing,itprovidesref
