1、摘要自1998年住房市场化改革以来，我国房地产行业取得了迅速发展，尤其是近十年来，我国房价持续上涨。在国内外多种因素的冲击下，房价或快速上涨，或平缓上扬，或调整下行，呈现出繁荣—衰退的周期性交替。为侦测房价的周期性波动，本文首先基于BN趋势周期分解方法对我国房价的周期成分进行了度量，就每一轮房价周期的形成原因进行阐述；随后对我国税收收入进行周期分解，并研究了税收周期与房价周期的联系；最后为进一步探究税收政策对房价的影响机制，从税收结构这一全新的角度出发，利用我国各省房价构建面板数据模型进行了分析。研究发现2001年至2014年间我国房价经历了8轮完整的周期，房价周期的波动特征与我国

2、经济现实相符。房价周期的波动受到国内经济运行状况、国外经济波动和政府对房地产市场的调控政策等因素的综合影响，强度较大的外部冲击可能导致房价周期的转向甚至形成新的周期；税收周期与房价周期具有显著的正相关关系，并且税收收入周期的波动会影响房价周期的波动；目前我国的税收结构对于快速上涨的房价起了推波助澜的作用。本文的研究为促进房地产市场发展提供了建议：政策制定者应及时关注房价所处周期阶段，针对不同的周期阶段采取相应措施，促进房地产行业稳定发展；同时，通过优化税收结构，适当提高资源税和行为税占比，降低主体税占比，以抑制房价进一步高涨，促进我国经济和谐发展。关键词：房价，周期分解，BN分解，
