1、摘要国务院《关于解决农民工问题的意见》指出：“农业劳动力向非农产业和城镇转移，是世界各国工业化、城镇化的普遍趋势，也是农业现代化的必然要求。我国农村劳动力数量众多，在工业化、城镇化加快的阶段，越来越多的富余劳动力将逐渐转移出来，大量农民工在城乡之间流动就业的现象在我国将长期存在。”解决好农民工问题具有其重要性、紧迫性和长期性。本研究试图通过调查张家界农村剩余劳动力转移的现状，分析其问题之所在，进而提出政策建议。首先，本研究就张家界农村劳动力转移和培训之现状进行了深入调查。收集了有关媒体和统计部门的最新统计数据，进行整理和对比分析，并深入乡镇进行问卷调查和访谈，实地走访有关

2、部门，结果发现：农村劳动力转移缺乏有序引导，农民工的待遇低下，合法权益得不到有效保障，农村劳动力转移培训的针对性和实用性不强、财政支持效益不高。进而，本研究结合国内外农村劳动力转移、劳务输出及农村劳动力培训的最新研究成果，提出了针对性的政策建议：打破城乡分治的二元结构，加大国家对农业的财政支持力度，加强农村义务教育、农民职业技术教育和农村劳动力培训，加强对农村劳动力转移的引导和支持，维护农民工的合法权益。关键词：农村劳动力；转移；政策支持AbstractTheStateCouncilpointsoutinOpinionsonSolvingMigrant··rural-·w
