1、摘要随着市场经济的不断深入，公司内部组织生产及管理方式发生了较大变化，对企业财务管理提出了更高的要求，全面预算管理这一科学的管理方法正是适应了企业的这一要求。本文以全面预算管理为研究对象，通过对其理论以及实施的过程进行阐述，对企业实施全面预算管理将起到一定的指导作用。本文首先介绍了全面预算管理理论在国外和国内的研究现状，并针对国内全面预算管理实施的现状提出了存在的问题及观念上的误区；接着从基本概念入手，介绍了全面预算管理的基本理论，包括全面预算管理的特点、职能、模式、方法等内容。为了更好的说明全面预算管理的体系，又阐述了全面预算管理的实施要素，如

2、全面预算管理的组织体系、内容体系，预算目标的制定、预算编制、差异分析、考评激励等。接着，本文以较具有代表性的生产企业为例，结合前文所述及的实施要素，构建出了在企业中能够有效实施全面预算管理的组织体系，明确了各个部门在预算管理方面的职能，根据企业及各项预算的特点提出了预算编制的方法及程序，并详细的说明了预算差异的分析应该如何进行：最后的总结部分强调了全面预算管理在企业中应该如何实施以及在实施中应注意的问题。关键词：全面预算管理，实施要素，实施过程ABSTRACTAsthemaneteconomycontinuestodevelop，theintem
