2、ermanagementinriverbasinimplementsseparatedmanagementofwaterresourcesandwaterenvironment，aswellasthecombinationofvalleymanagementwithdistrictmanagement.Whilethismanagementmodelhasalsobeenmadeacertainamountofsuccessinpractice,buttherearestillsomeproblemsandshortcomings,wh

3、ichcouldnotadapttheneedofriverbasinwaterresourcesmanagementinnewsituation.Thiskindofmanagementpatternalreadybecamethesolutionwaterresourcesquestionabigbarrier.Inviewofthissystemdeficiencies,combinedwithChina'sspecialnationalconditions,considerthenaturalriverbasincharacte

4、risticpropertyarrivingatwaterresource,anduseupperusefulexperienceofinternationalforreference，itisnodoubtthattheimplementationofintegratedmanagementisthebestwaytosolvetheproblem.Thispaperhaspointedoutvariouskindsofquestionsexistinginthewaterenvironmentandwaterresourcemana

5、gementatpresentonthebasisofanalyzingoverviewofthewaterresourcepresentsituationofbasinofourcountry.Then,thistexthasdeepenedtheconnotationofintegratedwatershedmanagementfromtheanalysisofmeaning,characteristics,basicprinciples,andmainmeansetc.Thenecessitybeinginprogressputt
