2、tyandcontrollingtaxation.Assessmentevaluationsarenowwidelyusedtohelptosolvetheillegalactivitiesconcerntaxpayer,alsohelptoimprovethesenseofassessmentfortaxpayerandtheability；ItisthechiefmeanstoconstructtheService-typedGovernment,andtestifiesthespirit“CombineServeswithmanagementsi
3、ntaxcollection”.Mostdevelopedcountrieshavehadbuiltmanydifferentcharacteristicsassessmentevaluationsmoldstokeepascientificandreasonabledevelopmentoftaxadministration.Inrecentyears,withthedevelopmentofinformationizationandfollowingtheunceasinglydeepenthereformoftaxationworldwide,a
4、ssessmentevaluationssystemareexpandingthroughtheimprovement,anditgraduallyformsonesignificanceoperatetosupervisingandcontrollingthetaxationonaglobalscale.Sotoconstructasystemofassessmentevaluationsforgrass-roottaxationauthority,inthefavorofpropelanddeepentheassessmentevaluations
5、,enhancetaxstructureactsoninternationalconvention,enforcethechangeofroleandfunctionofthetaxauthority,reduceleviedcostandincreasetaxpayers`initiatives.Asaneffectivelycomplementedwayfortaxcollectionandmanagement,assessmentevaluationssystemisconducivetofindandrectifythetaxationille
6、galacts,raisetaxconsciousnessandtaxman`sworkingabilities.Whatcannotignorearethattherestillhavesomedrawbacksofthesystemofassessmentevaluations,allthedrawbacksarecausedbytheroundednessofinformationizationandtaxadministrationofTaxAssessment,suchas:notexplicitintaxation,taxpayer`sin
