2、nativeresourcetaxestotariffs．Theresultsshowthatifelasticityofforeigndemanddoesn’tchange，thehighertheelasticityofsupplyis，thebiggerthescaleoftarifftransferwillbe．Theresourcetaxratewhichisequivalenttotheexistingtariffspolicyisrelevanttoelasticityofforeigndema

3、nd，theelasticityofsupply,marketpowerofproductionandexport．Withotherthingsbeingequal，theStrongerthedomesticrareearthSHpplymonopolypoweris，thehighertheresourcetaxrateequivalenttoexporttariffwillbe，thestrongerrareearthexporters、monopolypoweris，thehigherthereso

4、urcetaxrateequivalenttoexporttariffwillbe．Rare—earthmanufacturers、weakmonopolypowerwillleadtothelowresourcestaxrateequivalenttotheexporttariff．Wesuggestsubstitutingtheexportregulationsfordomesticenvironmenttaxes，raisingthelevelofrareearthindustrialconcentra
