2、shallcomeintoforceonJanuary1,2004.WenJiabao,PremierApril27,2003 PARTONE　GENERALPROVISIONSArticle1　TheseRegulationsareformulatedinordertoguaranteeavailabilityofmedicaltreatmentandeconomiccompensationtostaffandworkersthatsufferfromwork-relatedaccidentalinjury or occupationaldisease，to

3、promotepreventionofwork-relatedinjuryandvocationalrehabilitation，andtodistributework-relatedinjuryrisksofemployers.Article2　Alltypesofenterprisesandsoletradersthathireworkers（Employer（s））shallparticipateinwork-relatedinjuryinsuranceandpaywork-relatedinjuryinsurancepremiumsforallofth

4、estaffandworkers or hiredworkersintheirworkunit（Employee（s））inaccordancewiththeprovisionshereof.TheEmployeesofalltypesofenterprisesandthehiredworkersofsoletradersinthePeople'sRepublicofChinashallhavetherighttoenjoythebenefitsofwork-relatedinjuryinsuranceinaccordancewiththeprovisions

5、hereof.Thespecificstepsandimplementingproceduresforparticipationofsoletradersthathireworkersinwork-relatedinjuryinsuranceshallbestipulatedbythepeople'sgovernmentsofprovinces，autonomousregionsandmunicipalitiesdirectlyunderthecentralgovernment.Article3　Collectionandpaymentofwork-relat

6、edinjuryinsurancepremiumsshallbecarriedoutinaccordancewiththeprovisionsintheCollectionandPaymentofSocialInsurancePremiumsTentativeRegulationsregardingcollectionandpaymentofbasicoldageinsurancepremiums，basicmedicalinsurancepremiumsandunemploymentinsurancepremiums.Article4　AnEmployers

7、hallannouncewithintheworkunittherelevantdetailsofitsparticipationinwork-relatedinjuryinsurance.AnEmployeranditsEmployeesshallabidebythelawsandregulationsregardingsafeproductionandpreventionandtreatmentofoccupationaldiseases，implementsafetyandhealthregulationsandstandards，preventoccu
