1、国外成功经验对我国空间治理体系构建的启示I刘琪：罗会逸：王蓿2(1•湖南省人民政府发展研究中心，长沙410011；2.保险职业学院，湖南长沙410014)摘要：美国、德国、日本等发达国家在空间治理体系构建方面的成功经验和做法主要有：弱化行政区划界限，以经济区划为基础制定和实施区域政策；注重空间规划引领，完善层级清晰分工明确的空间规划体系；突出重点功能区保护，构建完整的自然保护地分类体系；加强自然资源管理，健全自然资源确权登记和审计制度。对我国构建基于主体功能区战略的空间治理体系的启示：完善法律法规保障
