1、China:10YearsafterJoiningtheWTO OnDecember11,001,ChinaofficiallyjoinedtheWorldTradeOrganization(WTO),makingthedreamofseveralgenerationsofChinesepeoplecometrue.Sincethen,lookingbackatwhathappened,PascalLamy,director-generaloftheWTO,gavean“A+”ratingforChina’
2、sperformanceintheWTOinthepasttenyears. OnNovember15,1999,Chinaandthesignedthebilateralagreement.OnMay18,000,ChinareachedanagreementwiththeEuropeanUnion.ThesetwoagreementseradicatedthelargestobstacleforChinainjoiningtheWTO.In001,ShiGuangsheng,thentheMiniste
3、rforForEignTradeinChina,signedtheagreementonChina’sjoiningtheWTO.FromsubmittingtheapplicationonJuly10,1986,tofinallyjoiningtheWTO,Chinawentthrough1yearsofnegotiationsandmeetings.ZhuRongji,formerChinesepremier,oncesaidthatheandhiscontemporarieswouldseetheirh
4、airturngreybeforehearingofChinajoiningtheWTO. MoreChallengesthanOpportunities MostpeopledonotunderstandthedifficultiesanduneaseduringthenegotiationsoftheWTO.Whenrecallingthecurrentsituation,ZhangXiangchen,directoroftheresearchofficeofChina’sMinistryofComm
5、erce,said:“ThebiggestdifficultyatthattimewaswhetherjoiningtheWTOwouldbringusbenefitsorharm.SomeofusworriedthattheautoindustryandtariffinChinawouldbeaffectedafterjoiningthisorganization.Fortunately,10yearshavepastandourworriesneverbecameareality.” Inorderto
6、makemoreprecisejudgments,ZhangXiangchenandhiscolleaguesspentalotoftimeandenergyonanalysisandforecastingandprovedthatjoiningtheWTOwasacorrectmoveforChina.Thisreassuredpeoplepresentatthenegotiation.However,asZhangXiangchensaid,thecorrectmovedidnotmeanthatther
7、ewerenoproblems.Forexample,thereweredisputesoverreducingorcompletelyremovingtariffsforsomeproducts.Theresultprovedthatitwouldbeunimaginableifthetariffsforsomeproductswerecompletelyremoved. ItisnotanexaggerationtosaythatChinawentthroughcompletechangesafterj
8、oiningtheWTO;thecountrybegantoimproveinallrespectsandbegantobeintegratedintotheworld;itsstrengthwentupandthereformdeepened;ithasbecomemoreinternational-izedandtheChinesegovernmentandenterpriseshavepass
