1、施工阶段业主方价款支付管理研究摘要建设项目施工阶段是建设资金投放量最大的阶段,投资具有数额巨大、投放时间长和动态变化的特点。对于投资者来说,如何在此阶段对工程造价进行控制,使之不超过工程预算,并按时保质使工程完工,是一项艰巨而复杂的工作。工程款的支付贯穿整个施工阶段，合理工程款的支付既能有效控制预算，也能利用工程款的数额和支付时间影响工期和质量。既是对施工阶段的造价控制，也对全过程的造价控制起重要作用。而随着工程量清单的大力推行，以工程量清单为基础的计价及支付体系也对业主施工阶段的工程款支付管理提出了具体要求。本文将以08版《工程量清单计价规范》为基础，结合工程款支付的相关法律条款，并参照FI
2、DIC合同和99《建设工程施工合同》的合同条款，对工程款支付体系进行研究。通过对工程预付款，工程进度款，竣工结算的支付内容，支付程序及支付要求在法律条款和合同条款中的规定的比较，找出其中的异同，并对三种工程款支付过程中出现的问题进行分析，从而找出适当的监督机制以及合理的管理方法。关键词：施工阶段工程款支付业主Studyonmarketedpricepaymentmanagementofownerof86contractintheprocessofconstructionAbstractTheperiodofconstructionisthemaximalphaseoftheexpenditur
