3、reenormousfactorscontributingthissin．Itcausesthecontractpricechanges，therebyaffectingtheeffectivecontroloftheprojectcost．Therefore，theconstructionprojectoftheengineeringchangestudyisimportanttotheachievementofprojectcosttargets．Thispaperfinalized15statisticalfactorsaffectingtheengineer

4、changesbydeterminingbasicconcepts，categorizingaswellasinvestigationofcurrentconditions，analyzingsecondaryrelationshipsbetweendeterminedstatisticalfactorsandcombingbudgetcontroltheoreticalskills．Onthisbasis，throughcollectingsamplecasesandstudyingdifferentparticipants，frequencyofeachfact

5、orsandtheirdegreeofeffectoncost，andatthesametime，inordertofullyanalyzethecauseofengineeringchangehappen，thequestionnaireisdesigned，fourreasonshasbeenfoundbydiggingthedatafromquestionnaires．Thefirstreasonisthatmanagersfailtoinsurancecontrolinadvance；thesecondreasonisthelackofinformation
