1、健全水资源资产管理体制的思考与建议吴强陈金木水利部发展研宄中心摘要：按照生态文明体制改革精祌，探讨构建符合我国国情水情和当前改革形势要求的水资源资产管理体制。运用政策解读、法理分析、比较分析等方法，剖析了自然资源资产分类管理要求，梳理丫水资源资产管理体制现状，分析丫水资源资产管理的特殊性和实行专业化管理的必要性，提出了进一步健全水资源资产管理体制的思路和建议。研究提出，水资源资产属于典型的公益性资产，考虑到水资源资产管理和我国国情水情的特殊性以及当前我国所处的特殊发展阶段，有必要充分发挥水行政主管部门的专业管理能力，进-
