1、AttheKyotoconferenceonglobalwarminginDecember1997,itbecameabundantlyclearhowcomplexithasbecometoworkoutinternationalagreementsrelatingtotheenvironmentbecauseofeconomicconcernsuniquetoeachcountry.Itisnolongerenoughtotrytoforbidcertainactivitiesortoreduceemissionsofcertainsubstances.

3、beenfoundformanyoftheharmfulchemicalsand,moreimportant,becausetheharmfulsubstancescouldbereplacedwithoutnegativeeffectsonemploymentandtheeconomiesofstates. Althoughthethreatofglobalwarminghasbeenknowntotheworldfordecadesandallcountriesandleadersagreethatweneedtodealwiththeprobl
4、em,wealsoknowthattheeffectsofmeasures,especiallyharshmeasurestakeninsomecountries,wouldbenullified(抵消)ifothercountriesdonotcontroltheiremissions.WhereastheUNteamonclimatechangehasfoundthattheemissionsofcarbondioxidewouldhavetobecutgloballyby60%tostabilizethecontentofCO,intheatmosph
