1、-------摘要光伏发电一直是世界各国发展可再生能源中的重要一环,我国也不例外。因其本身的特殊属性和对政策的依赖性,欧洲、美国、日本等发达国家,纷纷出台了相关法律法规促进光伏发电事业的发展,各国在的光伏发电事业在技术层面上取得了长足的进步,光伏发电离人们的生活也越来越近。我国光伏发电产业紧跟发展潮流,并且取得了丰硕的成果,但由于我国发展时间较短,法律法规不够健全,在发展的过程中遇到了许多问题,并在近几年中凸现出来。面对问题,我国光伏发电产业开始转型,在这特殊时期完善我国光伏发电的法律促进制度,对于我国的光伏发电产业有着极其重要的意义。
2、本文将从分析我国光伏发电产业法律制度现状入手,分析我国光电事业发展中遇到的问题,结合我国光伏发电产业的问题,分析我国现行法律法规以及法律制度,得出我国现行光伏发电产业的法律法规和法律制度的问题和原因,通过分析整理外国法律法规和法律制度,找到适合我国发展状况的法律制度并借鉴,最后,根据分析出的问题和原因和外国法律制度的经验,有针对性的提出完善我国光伏发电产业的建议。关键词:光伏发电;法律促进制度;借鉴;完善建议。I-----------AbstractPhotovoltaicpowergenerationhasalwaysbeenanim

5、andachievesalot.However,duetothetimeofdevelopmentinChinaisshorter,lawsandregulationsisnotsoundenough,manyoftheproblemsencounteredduringtheprocessofdevelopment,andemergedinrecentyears.Facingtheproblems,China'sphotovoltaicpowergenerationindustryhasalsobegantoreform.Inthiss
