1、08清单计价规范下招标控制价编制方法研究摘要随着中国加入WTO，国内的建筑市场同时也朝向国际化的趋势发展，工程量清单计价模式逐渐在我国推广应用。如今，08新版《建设工程工程量清单计价规范》GB50500-2008颁布实施，其中新设立术语——“招标控制价”，虽然规范阐述了它的概念和编制依据，但没有说明具体的编制方法。在这种背景下，本文从招标方通过“招标控制价”能够获得合理投标报价的角度，来研究招标控制价的编制方法。本文系统的论述了招标控制价产生的发展历程，通过对比招标控制价招标和设标底招标，肯定了前

2、者的优势，但也发现它存在诱导围标的潜在风险；所以，本着限制投标报价、遏制围标行为的目的，提出关于招标控制价合理定位的设想，并结合数学分析提出两套招标控制价编制方法：基于社会平均水平编制和基于市场价水平编制。本文对两种编制方法的影响因素进行分析比较，确定了两种方法的适用范围，指出基于社会平均水平的编制方法更适于招标方实施。同时，在论文最后具体说明招标控制价各组成部分的编制。关键字：工程量清单计价模式招标控制价　围标编制方法　Researchonthecompilingmethodoftenderco
