5、pelinelinkingthetwocountries.Itwasscheduledtobefinishedin2005，yetlaterabortedforsomereasonssuchasJapan?sintervention.InOctober2008，ChinaandRussiasignedM0UonOilCooperationandin2009thetwocountriessignedIntergovernmentalAgreementinOilCooperation.Yet,theagreemen

6、tbetweenthetwogovernmentshasn’tfullyimplemented；Russiadidn'texportthepromisedcrudeoiltoChina.[2]InFebruary2009，thecountriesofficiallysigneda$25billion“credit-for-oil‘‘dealofferedbyChina.InJanuary2011，SkonorodinoRussia-MoheChinaPipelinewassuccessfullyoperated
