2、:2003AbstractSincethe1980s,theeconomicalglobalizationhasspreadtothewholeworldgradually.Itsdevelopmentimprovestheglobalizationofeducation,especiallythehighereducation.Inthebackgroundofeconomicalandeducationalglobalization,theChinese-ForeignCooperation

3、inRunningSchools(CFCRS)arisesatthehistoricmoment.OurcountryhasjoinedtheWorldTradeOrganization(WTO)inNovember,2001.AsamemberoftheWTO,ourcountrypromisedtoopenoureducationmarketlimitedlyaccordingtotheGeneralAgreementonTradeinServices(GATS).In2003ourcoun

4、tryhasformulatedtheRegulationsofthePeople’sRepublicofChinaonChinese-ForeignCooperationinRunningSchoolswhichfurtherpromotedthedevelopmentofCFCRS.Bytheendof2002,thereareabout712Chinese-foreigncooperatively-runschoolsandprogramsofCFCRS,9timesmorethantha

5、tin1995anditincreasestoabout1300intheearlyof2006.ChinahasmadeabigprogressinrunningCFCRS.Tous,CFCRSisanewthingandwedonotlearnmuchaboutit.Therefore,weshouldstudyitfurther.AfterabriefintroductioninthevariousaspectsofCFCRS,thispaperfocusesonthesetwoimpor

6、tantquestions:oneishowwecanprotecttheeducationalsovereigntywhenweoperateCFCRSandtheotherishowtoconstructasystemtoensurethequalityofCFCRS.Bytheend,theauthortrieshisbesttofindagoodwaytoprotectoureducationalsovereigntyandconstructasystemtoensurethequali
