2、onomicalglobalizationhasspreadtothewholeworldgradually.Itsdevelopmentimprovestheglobalizationofeducation,especiallythehighereducation.Inthebackgroundofeconomicalandeducationalglobalization,theChinese-ForeignCooperationinRunningSchools(CFCRS)arisesatthehistoricmoment.Ourcountryhasjo

3、inedtheWorldTradeOrganization(WTO)inNovember,2001.AsamemberoftheWTO,ourcountrypromisedtoopenoureducationmarketlimitedlyaccordingtotheGeneralAgreementonTradeinServices(GATS).In2003ourcountryhasformulatedtheRegulationsofthePeople’sRepublicofChinaonChinese-ForeignCooperationinRunningS

4、choolswhichfurtherpromotedthedevelopmentofCFCRS.Bytheendof2002,thereareabout712Chinese-foreigncooperatively-runschoolsandprogramsofCFCRS,9timesmorethanthatin1995anditincreasestoabout1300intheearlyof2006.ChinahasmadeabigprogressinrunningCFCRS.Tous,CFCRSisanewthingandwedonotlearnmuch

5、aboutit.Therefore,weshouldstudyitfurther.AfterabriefintroductioninthevariousaspectsofCFCRS,thispaperfocusesonthesetwoimportantquestions:oneishowwecanprotecttheeducationalsovereigntywhenweoperateCFCRSandtheotherishowtoconstructasystemtoensurethequalityofCFCRS.Bytheend,theauthortries

6、hisbesttofindagoodwaytoprotectoureducationalsovereigntyandconstructasystemtoensurethequalityofCFCRS.Thispaperhasfiveparts:Thefirstpartistheintroduction.Itmainlyintroducesusthetopic,thesignificanceandtheconclusionoftheresearchworkaboutCFCRSathomeandabroad,theresearchproceduresandthe
