3、ess,Nationalconsensus,andothercriteriaforapprovalhavebeenmetbythestandardsdeveloper.AnAmericanNationalStandardStandardimpliesaconsensusofthosesubstantiallyconcernedwithitsscopeandprovisions.Consensusisestablishedwhen,inthejudgmentoftheANSIBoardofStandardsR
4、eview,substantialagreementhasbeenreachedbydirectlyandmateriallyaffectedinterests.Substantialagreementmeansmuchmorethanasimplemajority,butnotnecessarilyunanimity.Consensusrequiresthatallviewsandobjectionsbeconsidered,andthataconcertedeffortbemadetowardtheir
5、resolution.TheexistenceofanAmericanNationalStandarddoesnotinanyrespectprecludeanyonefrommanufacturing,marketing,purchasing,orusingproducts,processes,orproceduresnotconformingtothestandard.Itisintendedasaguidetoaidthemanufacturer,theconsumer,andthegeneralpu
6、blic.TheAmericanNationalStandardsInstitutedoesnotdevelopstandardsandwillinnocircumstancesgiveaninterpretationofanyAmericanNationalStandard.Moreover,nopersonshallhavetherightorauthoritytoissueaninterpretationofanAmericanNationalStandardinthenameoftheAmerica
