3、m1975totheendofthe1990s,theefficiencyoftownshiphospitalshasbeenquestioned,mainlybecauseoftheimplementationsince2003ofthereformofhealthinsuranceinruralareas(NewRuralCooperativeMedicalScheme).Fromadatabaseof24randomlyselectedtownshiphospitalsobservedovertheperiod2000–200
4、8inWeifangPrefecture(Shandong),thisstudyexaminestheefficiencyoftownshiphospitalsthroughatwo-stageapproach.Ascurativeandpreventivemedicalservicesdeliveredattownshiphospitallevelusedifferentproductionprocesses,twodataenvelopmentanalysismodelsareestimatedwithdifferentorie
5、ntationstocomputescores.Theresultsshowthattechnicalefficiencyhasdeclinedovertime.Thefactorsexplainingtechnicalefficiencyaremainlyenvironmentalcharacteristicsratherthaninternalones.Amongtheseenvironmentalfactors,NRCMShaveinaverageanegativeeffectontheevolutionofTHseffici
6、ency,althoughefficiencyhaveimprovedforsomeofthem.Ourresultssuggestalsothat,inthecontextofChina,theefficiencyoftownshiphospitalsisinfluencedbyunobservablefactors.Fromourfindings,wesuggestfivemainorientationstoimproveTHsefficiency.1.IntroductionIntheruralChinesehealthcar
