3、fficiencyoftownshiphospitalshasbeenquestioned,mainlybecauseoftheimplementationsince2003ofthereformofhealthinsuranceinruralareas(NewRuralCooperativeMedicalScheme).Fromadatabaseof24randomlyselectedtownshiphospitalsobservedovertheperiod2000–2008inWeifangPrefecture(Shandong),thisstudyex
4、aminestheefficiencyoftownshiphospitalsthroughatwo-stageapproach.Ascurativeandpreventivemedicalservicesdeliveredattownshiphospitallevelusedifferentproductionprocesses,twodataenvelopmentanalysismodelsareestimatedwithdifferentorientationstocomputescores.Theresultsshowthattechnicaleffic
5、iencyhasdeclinedovertime.Thefactorsexplainingtechnicalefficiencyaremainlyenvironmentalcharacteristicsratherthaninternalones.Amongtheseenvironmentalfactors,NRCMShaveinaverageanegativeeffectontheevolutionofTHsefficiency,althoughefficiencyhaveimprovedforsomeofthem.Ourresultssuggestalso
6、that,inthecontextofChina,theefficiencyoftownshiphospitalsisinfluencedbyunobservablefactors.Fromourfindings,wesuggestfivemainorientationstoimproveTHsefficiency.1.IntroductionIntheruralChinesehealthcaresystem,townshiphospitals(THs)playanessentialrole:theyrepresentthemainprovidersofpri
