2、。本文在结合作者工作实际的基础上，通过进行问卷调查，对大连市农村土地管理现状进行调研。通过对调查结果进行数据分析，来查找大连市农村土地管理的突出问题。经过分析发现如何在发展农村城镇化的进程中，保护好稀少的耕地资源，是非常紧迫的问题。如何做好集体土地流转在农村良性发展?如何解决存在的征地难题，处理好征地双方之间的矛盾?如何做好宅基地的管理工作，集约节约利用土地?这四个土地管理中现实存在的问题贯穿了农村土地管理的各个方面，是农村土地管理中急需解决的问题。本文从保护耕地、土地流转、征地、宅基地管理这四个方面着手，总结了我国农村土地管

3、理的现实状况，以大连市农村土地管理的新问题为分析对象，运用公共管理学的相关理论，针对目前存在的土地管理问题，重点从加强土地监管，完善考核机制，严格土地用途管制，加大土地执法力度等方面提出了对策，对现在的土地管理的制度提出建议，提出更有利于农村基层处理具体问题的方法，使农村土地管理工作更利于被人民群众所接受，为以后完善相关土地管理制度提供现实的理论依据。关键词：土地管理；集体土地流转；耕地；宅基地-I-大连市农村土地管理对策研究StudyonCountermeasuresofrurallandmanagementinDalian
