5、wmustbeobservedinexploringandminingmineralresourceswithintheterritoryofthePeople'sRepublicofChinaandthemarineareasunderitsjurisdiction.Article3MineralresourcesbelongtotheState.TherightsofStateownershipinmineralresourcesisexercisedbytheStateCouncil.Stateownershipofmineralresour

6、ces,eitherneartheearth'ssurfaceorunderground,shallnotchangewiththealterationofownershiporrighttotheuseofthelandwhichthemineralresourcesareattachedto.TheStatesafeguardstherationaldevelopmentandutilizationofmineralresources.Seizingordamagingmineralresourcesbyanymeansandbyanyorga
