7、转型发展，提高服务区域经济社会发展的能力水平。2013年6月，在教育部规划司的指导下，由以应用技术大学类型为办学定位的地方本科院校等单位发起成立了应用技术大学联盟。2014年初教育部在工作要点中提出“探索本科层次职业教育”，4月25日在河南省驻马店市举办了首届“产教融合发展战略国际论坛”形成关于建设应用技术型本科院校的“驻马店共识”，一系列部署引起了社会各界尤其是教育界的广泛热议。地方院校一般从两种意义上进行界定：①一是从行政隶属关系上，指归属省级人民政府管理的院校，和国家部委直属院校相对；二是从学校所处地理位置上，指地处首都、省

8、会和大型中心城市之外的院校。长期以来，一些院校特别是地方本科院校定位模糊，办学同质化，“千校一面”，表现为就业率低、专业与就业不对口、学校服务地方的能力较差等问题。②为此，地方本科院校必须走出学术型主导的传统办学模式，确立地方大学的办学定位，以培养
