1、中文摘要20世纪90年代以来，我国高等教育发展突飞猛进，一大批新建本科院校通过合并等形式如雨后春笋般出现，新建本科院校在快速发展的同时，一些深层次的矛盾也逐步显露出来。高校本科教学水平评估对于新建本科院校的发展是一次重大的机遇。新建本科院校以“以评促建”为着力点，通过加强教学基础设施建设、师资队伍建设、教学质量建设等方式提高新建本科院校的教学质量，为社会发展需市场需求培养出高素质的合格人才。本文以长沙学院为个案阐述了新建本科院校教学普遍存在的问题：本科意识差，基本办学条件差，师资队伍素质建设落后，教学管理存在的问题，专业和课程设置存在的问题；文章介绍了长
