1、卷烟产品开发中的项目风险管理［摘要］卷烟产品税利在中国社会经济发展中所占比重越来越大，发挥着越来越大的作用。卷烟作为个人嗜好消耗品，不断加快产品推出力度和增加产品技术含量，推进产品的更新换代是不断扩大市场份额的必然要求。为实现生产与开发一体化，缩短新产品生产周期，更快捷地实施大集团化战略做准备，国内外大公司看中中国内在市场和人才资源，纷纷谋求合并或控股一些规模更小的公司。新产品从研宄到开发到生产和销售，是一个充满风险的过程，这种风险既蕴含着可使企业发展和盈利以及获取技术优势与市场优势的机会，但也存在着失败的风险。新产品的开发生产和销售存在技术风险、生产风险和市场风险，一旦遇到风险失
